Lightening removes pigment, and hair gives it up in a fixed order: dark hair passes through red and orange stages on the way to pale. How far it can travel in one session depends on where it started and what shape it is in. Condition is the real limit, not time or effort. Hair that has been lightened before, colored repeatedly, or heat-styled hard has less margin, and pushing past that margin does damage that no toner hides. A stylist stopping short of the target for the day is making the right call — the hair has to survive to the next appointment.
Different techniques carry different upkeep. Foils placed at the root create a line that has to be maintained; balayage and painted work are designed to grow out softer but still need refreshing and toning.
